About reCAPTCHA
Why reCAPTCHA v3 is classified as necessary: the site's contact form cannot function reliably without spam protection. Google itself describes the _GRECAPTCHA cookie as a "necessary" cookie in its technical documentation, as it is used exclusively for risk analysis at the moment you voluntarily use the form — it is not used for advertising or broader behavioral tracking purposes.
